    Summer Office Hours Continue through August 15&#60;/font&#62;&#60;/span&#62;&#60;br&#62;
    The synod office is open from 8:00 a.m.-5:00 p.m., Monday through Friday. &#60;b&#62;
    For six weeks this summer on Fridays, July 11-August 15, the synod office 
    will be open from 8:00 a.m.-12:00 noon and closed for the afternoon. Regular 
    Friday office hours resume the week of August 18. &#60;/b&#62;Because of vacations, 
    off-site meetings and appointments, and continuing education, there might be 
    a few occasions when the office opens a little late or closes a little early 
    because of staffing. If you plan to drop by early or late in the day, please 
    try to give us a call to let us know you are coming.&#60;/font&#62;&#60;/p&#62;

    Two Openings on the Staff of the Saint Paul Area Synod&#60;/b&#62;&#60;/font&#62;&#60;br&#62;
    Bishop Rogness announced in an e-letter several weeks ago a re-positioning 
    and re-focus of the work of synod staff. Because of this effort, he seeks 
    applications for the following positions:&#60;/font&#62;&#60;/p&#62;
    &#60;ul&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;&#60;b&#62;Assistant to the 
      Bishop for Leadership Support.&#60;/b&#62; A key function of the synod staff is 
      its equipping and supporting those in leadership in the life of the 
      church. Though all staff do this, there are a number of key areas in the 
      synod’s life that can be focused in the responsibility of one person.
      &#60;span style=&#34;color:black&#34;&#62;This is a new position that centers on 
      administration and oversight for candidacy and mobility and call process, 
      with particular emphasis on developing relationships and seeking to engage 
      all rostered leaders in the life of the church. Since this work heavily 
      involves the rostered leadership of the church, it’s preferred that this 
      person be rostered as well. This assistant will serve as the liaison to 
      the North and North Central conferences and provide oversight for First 
      Call Theological Education.&#60;/span&#62;

      Specialist. &#60;/b&#62;This is a new position which fulfills a recommendation 
      made by Shirley Teig following a consultation in 2005 that the synod hire 
      a full-time staff person to oversee communications, and repeated by John 
      Johnson following the interviews and focus groups he led this June. While 
      print communication will be one component of this portfolio, the thrust 
      will center on developing and enhancing new electronic communication 
      strategies that include a larger web presence; blogs; online communities; 
      and electronic newsletters that further the mission of the synod. This is 
      an entry level position, particularly suitable for a recent college 
      graduate or a person with one or two years of experience.

    &#60;font color=&#34;#000080&#34;&#62;&#60;b&#62;Achieving the $2 Million Goal&#60;/b&#62;&#60;/font&#62;&#60;br&#62;
    Our synod’s exciting “Crossing Bridges-Connecting in Mission” appeal depends 
    on gifts from three sources:&#38;nbsp;congregations, granting organizations, and 
    individuals. All three are important to achieving our $2 million goal and 
    using those financial resources to strengthen the mission of the church in 
    our synod and beyond. The good news to date is that we have received many 
    gifts from individuals!&#38;nbsp; Included are gifts from many of the pastors of the 
    synod along with numerous individual members of synod congregations. These 
    gifts range in size from a few dollars to up to many thousands of dollars. 
    Every gift of any size is welcome. One way leaders in the synod can help us 
    cross bridges is to make a personal pledge or gift. Another way is to speak 
    to people who might make a commitment to Crossing Bridges. Pastors and key 
    lay leaders in congregations can play a vital role in this regard. They are 
    the ones who know people and are in the best position to make the invitation 
    to give. Pledge forms are available through the synod office or online at

    may be made directly to the synod or through a local congregation. &#38;nbsp;Also, do 
    not forget that gifts designated to ending poverty or future leaders will be 
    matched by the Thrivent Lutheran Foundation and gifts to ending poverty will 
    be matched by the Otto Bremer Foundation. The ELCA Fund for Leaders will 
    match $1 for every $2 designated for future leaders. We are close to moving 
    all the way across the bridge to mission, nearing our $2 million goal. With

      fellowship begin at 11:30 a.m. The forum begins at 12:00 noon. Chances are 
      good that you are overwhelmed with televised debates, opinion poll 
      analyses, and feature stories tracking the presidential candidates. It's 
      easy to become sidetracked by the political mudslinging and partisan 
      bickering, until we consider how our faith can inform our civic 
      engagement. In his &#60;i&#62;Large Catechism&#60;/i&#62;, Luther identifies government as 
      a means through which God works to preserve creation and to help maintain 
      a peaceful and just social order in a sinful world. Our faith values 
      should inform how we look at public issues and interpret what is happening 
      in political life. The ELCA is called to be a public church; and thus, we 
      have a responsibility to engage potential political leaders on the values 
      and ethics affirmed by our faith. This isn't about partisan politics. In 
      fact, in order to protect religious liberty and our nation’s democratic 
      system, we must remember that it is not the church's role to promote any 
      single candidate or endorse any activity that will provide any form of 
      partisan gain. Our goal is to equip Lutherans to understand what 
      nonpartisan political activities we can engage in as a church, and to 
      encourage others to get involved. Now is the time to register to vote, 
      think critically about our civic responsibility, and prayerfully and 
      thoughtfully evaluate political issues, as we keep the promise for a

    Fischer&#60;br&#62;
    &#60;/font&#62;&#60;/span&#62;&#60;/b&#62;Kathy Von Fischer, 61, wife of the Rev. Charles Von 
    Fischer, who retired recently as senior pastor of Christiania Lutheran, 
    Lakeville, died Friday. In addition to her husband, she is survived by two 
    sons, Joseph (Colleen Webb) and Paul (Mari); five grandchildren, Isaac, 
    Josie, Summer, Liam, and Peter; and two brothers Jerry (Jill) Johnson and 
    Mark (Katie) Johnson.&#60;/font&#62;&#60;p&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;Funeral 
    services will be held &#60;b&#62;today, Monday, July 28, at 1:30 p.m., &#60;/b&#62;at

    committee approved moving ahead with what I’ve been calling the 
    “re-positioning and re-focusing” of staff work in the synod office. There 
    are several factors that have made this timely, and fell in the same time 
    frame as the beginning of the second term to which I was called at the synod 
    assembly. I explained at some length these factors with the committee, but 
    to summarize briefly here some of the key factors setting the stage for this 
    design:&#60;/font&#62;&#60;/p&#62;
    &#60;ul&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;The Rev. Nancy Maeker, 
      who had served as bishop’s associate since 2002, accepted a call in July 
      to the Minnesota Council of Churches to direct A Minnesota Without 
      Poverty, which grew out of her work in this synod’s poverty work.&#60;/font&#62;&#60;/li&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;The Evangelical 
      Outreach and Congregational Mission (EOCM) unit of the churchwide office 
      has launched a change in staffing for its work: formerly that unit had 
      mission directors deployed throughout the country (Richard Mork retired 
      last year after serving as mission director for the four southern synods 
      in Minnesota) and stewardship staff also serving as deployed or shared 
      staff with synods. In the new design, EOCM will provide a staff person on 
      most synod staffs—considered assistants to the bishop— integrated into the 
      work of the synod, with responsibility for mission director work, mission 
      support work, and development of local mission strategies.&#60;/font&#62;&#60;/li&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;I asked John Johnson, a 
      consultant who worked with our Iringa relationship in planning for the 
      future, to convene some focus groups and individual interviews for further 
      reflection on the core needs people have for synod staff. Insights were 
      helpful, and focused on the ways we can be key in furthering relationships 
      among congregations and other ministry units and on the skills in staff 
      that best serve the church in this way.&#60;/font&#62;&#60;/li&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;We need to make 
      staffing decisions that are focused on the key needs people have of a 
      synod staff, using our limited resources carefully and recognizing the 
      changing needs that develop. I’ve commented before that the observable 
      trend in synod staffs in recent years has been an overall reduction in 
      size, though generally an increase in time in two areas: financial 
      administration and communications, both reflecting the more varied ways 
      ministries are supported.&#60;/font&#62;&#60;/li&#62;
    &#60;/ul&#62;
    &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;As these changes fall 
    into place, I can communicate further my hopes and expectations for how we 
    can do this work together and how the staff positions reflect those goals. 
    But now I want to make clear that there are two positions that will be “new 
    hires” for which we will be inviting applicants or suggestions. (These are 
    in addition to the third new position, the Coordinator for Evangelical 
    Mission, who will be called/hired by EOCM.).&#38;nbsp;&#60;/font&#62;&#60;/p&#62;
    &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;The two positions are:&#60;/font&#62;&#60;/p&#62;
    &#60;ul&#62;
      &#60;li&#62;
      &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;&#60;b&#62;Assistant to the 
      Bishop for Leadership Support.&#60;/b&#62; A key function of the synod staff is 
      its equipping and supporting those in leadership in the life of the 
      church. Though all staff do this, there are a number of key areas in the 
      synod’s life that can be focused in the responsibility of one person.
      &#60;span style=&#34;color:black&#34;&#62;This is a new position that centers on 
      administration and oversight for candidacy and mobility and call process, 
      with particular emphasis on developing relationships and seeking to engage 
      all rostered leaders in the life of the church. Since this work heavily 
      involves the rostered leadership of the church, it’s preferred that this 
      person be rostered as well. This assistant will serve as the liaison to 
      the North and North Central conferences and provide oversight for First 
      Call Theological Education.&#60;/span&#62;
      &#60;a href=&#34;http://www.spas-elca.org/congregations/ABLeadershipSupport.pdf&#34;&#62;

      Specialist. &#60;/b&#62;This is a new position which fulfills a recommendation 
      made by Shirley Teig following a consultation in 2005 that the synod hire 
      a full-time staff person to oversee communications, and repeated by John 
      Johnson following the interviews and focus groups he led this June. While 
      print communication will be one component of this portfolio, the thrust 
      will center on developing and enhancing new electronic communication 
      strategies that include a larger web presence; blogs; online communities; 
      and electronic newsletters that further the mission of the synod.

    title Assistant to the Bishop rather than Bishop’s Associate for two 
    reasons: (1) It is by far the dominant term used in synods throughout the 
    church—I had thought that associate sounded less second-level, but I’ve been 
    reminded that the constitution equates the synod office with the office of 
    the bishop, and the staff all assist in that singular work; and (2) The 
    language may also indicate a greater integration of purpose in that it 
    positions us all to &#60;strong&#62;&#60;i&#62;&#60;span style=&#34;font-weight: normal&#34;&#62;assist&#60;/span&#62;&#60;/i&#62;&#60;/strong&#62; 
    in the work of the office of bishop, instead of being independent and 
    separately functioning employees &#60;strong&#62;&#60;i&#62;
    &#60;span style=&#34;font-weight: normal&#34;&#62;associated&#60;/span&#62;&#60;/i&#62;&#60;/strong&#62; with the 
    office of the bishop.&#38;nbsp;&#60;/font&#62;&#60;/p&#62;
    &#60;p class=&#34;MsoNormal&#34;&#62;&#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;I will keep you updated 
    as this process moves along, including descriptions of adjustments made in 
    the areas of responsibilities for other staff as well. All of this, of 
    course, is to position those of us who serve you from the synod office to be

    The synod office is open from 8:00 a.m.-5:00 p.m., Monday through Friday. &#60;b&#62;
    For six weeks this summer on Fridays, July 11-August 15, the synod office 
    will be open from 8:00 a.m.-12:00 noon and closed for the afternoon. Regular 
    Friday office hours resume the week of August 18. &#60;/b&#62;Because of vacations, 
    off-site meetings and appointments, and continuing education, there might be 
    a few occasions when the office opens a little late or closes a little early 
    because of staffing. If you plan to drop by early or late in the day, please

    Summer means camping trips for many. There is nothing quite like the great 
    outdoors. As everyone who has ever gone camping knows, “don’t forget the 
    matches.” Try to light a fire by rubbing two sticks together can be 
    challenging, to say the least! There are other kinds of matches we ought not 
    to forget. They are the matching grants our synod has for our “Crossing 
    Bridges-Connecting in Mission” appeal. Thanks to the Thrivent Lutheran 
    Foundation we have two matching gifts totaling $250,000, one for Bridges to 
    Ending Poverty and another for Bridges to New Missions. We also have a grant 
    from the Otto Bremer Foundation that totals $50,000 of which $25,000 is a 
    matching grant to Bridges to Ending Poverty. These foundations match our 
    gifts dollar for dollar. As you think about what you or your congregation 
    can do, “don’t forget the matches.” Please designate any gifts accordingly 
    to assure the matching gifts. We can truly light a fire with matches like

    &#60;font color=&#34;#666666&#34;&#62;&#60;b&#62;The Rev. Roy Hagen&#60;/b&#62;&#60;/font&#62;&#60;/span&#62;&#60;br&#62;
    The synod office has received word that the Rev. Roy Hagen, 86, died June 
    19, in Atlanta, Georgia, where he and his wife Alma lived. The two of them 
    began working with the World Mission Prayer League in 1951 and devoted their 
    lives to mission work in India, Nepal, Hong Kong, China, and Japan as 
    teachers and Bible translators. Having learned Hebrew and Greek, Pastor 
    Hagen then learned Sanskrit, India's classical language, and founded a 
    Nepali publishing house in Darjeeling, India, on the eastern edge of Nepal, 
    since Nepal was at that time closed to foreigners and Christians. The 
    publishing house supplied Christian literature and literacy material to 
    Nepalis worldwide. When the couple later moved to Katmandu, Hagen spent 20 
    years translating the Nepali Bible into modern standard Nepali and working 
    with the Nepal Bible Society. Following their stay in Nepal, they worked in 
    China and Japan, where they taught English. Their memoir, &#60;i&#62;Then Nepal's 
    Door Opened&#60;/i&#62;, was published by Xulon Press in 2006.&#60;/font&#62;&#60;p&#62;
    &#60;font face=&#34;Verdana&#34; size=&#34;2&#34;&#62;Pastor Hagen is survived by his wife Alma,

    The synod office is open from 8:00 a.m.-5:00 p.m., Monday through Friday. &#60;b&#62;
    For six weeks this summer on Fridays, July 11-August 15, the synod office 
    will be open from 8:00 a.m.-12:00 noon and closed for the afternoon. Regular 
    Friday office hours resume the week of August 18. &#60;/b&#62;Because of vacations, 
    off-site meetings and appointments, and continuing education, there might be 
    a few occasions when the office opens a little late or closes a little early 
    because of staffing. If you plan to drop by early or late in the day, please 
    try to give us a call to let us know you are coming.&#60;/font&#62;&#60;/p&#62;

      congregations of our synod gave $1,000 between now and our next synod 
      assembly? We’d be all the away across to even more powerful mission and

    recovery, the Northeastern Iowa Synod office has become aware of an 
    immediate need for volunteers.&#38;nbsp; During this phase of the disaster response, 
    the Wartburg College Center for Community Engagement is working with

    The ELCA Board of Pensions has issued a special challenge this year in its 
    efforts to promote health and wellness among leaders. If 75 percent of 
    employees and spouses in this synod covered by the Board of Pensions health 
    care plan take the online Health Risk Assessment, congregations will receive 
    a two percent discount on health plan contributions. As of May 31, just 47.4 
    percent of those enrolled in the plan in this synod had taken the 
    assessment. Our synod needs just 96 more plan member employees and spouses 
    to take the assessment to begin receiving the discount, which could amount 
    to a significant savings for the congregations in this synod! &#60;/font&#62;

    northeast Iowa in Bremer County. The flooding of the Cedar River inundated 
    communities that have been near and dear to my heart my whole life – 
    Waverly, Waterloo/Cedar Falls, Cedar Rapids, etc. While none of my family 
    lives or farms on the flood plain, hundreds of homes, farms and businesses 
    were damaged or destroyed—some by &#60;i&#62;&#60;span style=&#34;FONT-STYLE: italic&#34;&#62;both
    &#60;/span&#62;&#60;/i&#62;tornado and flood! Gustavus has an interest in taking a crew to 
    one of the communities.&#38;nbsp;I’ve been making calls and thought I’d share what 
    I’ve learned in case one of your congregations has an interest in getting 
    involved. There is still so much chaos to sort through before a lot of 
    volunteers can be used.&#38;nbsp; But the need is there, and will be, for months to

    Rogness&#60;/font&#62;&#60;/b&#62;&#60;br&#62;
    During Gerry Rogness' annual physical about ten days ago at the Mayo Clinic, 
    doctors detected an abnormality in her mammogram. Subsequent tests revealed 
    ductile carcinoma in situ, a breast cancer that doesn't typically invade 
    other tissue, but a cancer that requires treatment nevertheless. Yesterday 
    she underwent a lumpectomy at Methodist Hospital in Rochester. The surgery 
    was routine and quick (except for the waiting around for the surgery to 
    begin!). No cancer was found in the margins. She will receive follow-up 
    radiation for six weeks later this summer as a precaution. Peter and Gerry 
    will leave in the next day or two for their lake home along with their 
    daughter and her family who are visiting for a month-long summer vacation. 
    Their son and his daughter will join them in about two weeks, s&#60;span class=&#34;343013112-25062008&#34;&#62;o 
    they'll be surrounded and uplifted during&#38;nbsp;Gerry's recovery by their 
    immediate family as well as their extended family on Lake Kabekona. Bishop 
    Rogness will be participating in several previously scheduled events and 
    meetings during July and will return to the office the week of July 21. If

    Paul Area Synod&#60;/b&#62;&#60;/font&#62;&#60;br&#62;
    The synod office is open from 8:00 a.m.-5:00 p.m., Monday through Friday. &#60;b&#62;
    For six weeks this summer on Fridays, July 11-August 15, the synod office 
    will be open from 8:00 a.m.-12:00 noon and closed for the afternoon.&#60;/b&#62; 
    Regular Friday office hours resume the week of August 18. Because of 
    vacations, off-site meetings and appointments, and continuing education, 
    there might be a few occasions when the office opens a little late or closes 
    a little early because of staffing. If you plan to drop by early or late in 
    the day, please try to give us a call to let us know you are coming. The GOP 
    National Convention will be held in St. Paul September 1-4 and traffic and 
    congestion around the synod office are likely to be heavy at times. While we 
    anticipate at this time that the office will be open regular hours, we will 
    not be scheduling meetings in the synod office until the convention
